Melrose Council Keeps Emergency Order, Plans Special Session for Outdoor Bar Permits

MELROSE — May 21, 2020 — Melrose City Council voted unanimously to maintain its local emergency declaration and directed staff to hold a special session the following Tuesday to consider expanded outdoor liquor license areas for bars and restaurants, one day after a state executive order restricted those businesses to outdoor service only. City Administrator Lisa told the council that legal guidance from the League of Minnesota Cities and the Coalition of Greater Minnesota Cities made clear that cities have no authority to override the governor's executive orders, and could face civil or criminal consequences for trying. The council approved a $90,049 property and liability insurance premium through the League of Minnesota Cities — up from $81,408 the prior year — after the Public Utilities Commission endorsed the quote May 11. Police Chief Craig reported that calls for service fell to 1,122 year-to-date from 1,535 in the same period the prior year, while ordinance violations rose to 70 from 44, largely attributed to expired vehicle tabs during DMV closures. The city also hired Sam Leyland as a part-time seasonal street and park worker and approved three emergency business loans through its revolving loan fund.
